Only think I can think of is to put out a slow ass projectile and try to dash ahead of it far enough so you can start with FA3 > FB hits > FA2 > combo into FA2 > combo into FA.

I believe it does take time to go from crouching to standing and crouching to jumping in most Capcom games. However it doesn't take time to go from crouching to reversals. What happens in that Rock/Blanka example is that crouching characters are fatter than standing ones, so Blanka's bounce-off ...

I always assumed the difference in notation was due to where you start timing/measuring and not a different interpretation of 'startup'.

Great find. I only had time to watch the SFA2 one you linked. It was slightly annyoing that not all the combos start with the opponent at full health. SFA2 is pretty ghetto as is, but those combos make it look even more so.
