The clip is in slo-mo because I couldn't pull it off mid-screen otherwise. You have to do the EX flame kick as soon as possible, with a DB, DB or D, DB, D, DB motion, because if you press B even once, you get EX foot grab instead.
I also kept it in 30 FPS so that every frame would be kept on youtube, so I could see how that would look like.
And the balrog cameo was unintentional :3

abels wheel kick looks like it has the same hit stun. The last hit of dans ground ex gale kicks also looks the same. Those two are not useful because you char is in the air. I'm sure there are a couple more but it doesn't look like any more normals.

I've called this type of histun "slam," as that's how zweifuss called it on his sprite flash thing, as it seemed characters sometimes had unique gethit animations for being "slammed". A bunch of moves cause that slam effect in SF3, like Urien's close s.HK, Akuma's close s.HK, Ken's B+MK, etc. but most of those have been removed in SF4. I thought i'd seen Seth's s.HK cause it as well but i must have him mixed up with Urien/Gill.
