Just saw this combo video on youtube just then, its a bad video but it had something in it i never seen befor, Storm doing a glitchy super, but im not sure if its using cheats.
Anyway skip to 2:13 in the video, thats when it happens.

Wow, somebody actually managed to create a combo video that isn't work safe. A couple of the storyboards are naked drawings of female characters.
Also, that video is helluva ghetto. He just does basic infinites until he messes up, stands around for a second, and then cuts to the next scene. Then there's the Juggernaut j.HP, c.LP xx 4-hit Headcrush combo. The Bison joke was funny though. At least he's got a sense of humor.
He's using codes for infinite lifebar and infinite timer. Maybe one of those screws with Storm's super.

He used No Hit Stop, a common EMU cheat that completely screws with the framerates on characters. I went ahead and called him an idiot on the youtube board, but it looks like he didn't approve the comment.
Infinite Health / Power honestly don't affect anything in the game other than health /power. But yeah.
