I tried Chicken wing instead of the heavy kick, so it's tougher. I wonder if you can even land a close version of st. mp after a counter cr. mp.
Making no profit since 1987...

Nah. I just put the direction inputs in so that it was clear stuff was getting mashed. I suspect that the only people who actually care that the game's frame rate is wacky are you and I, and maybe some madman at capcom

I'm messing around with Gouken in SFIV; in training mode, vs Honda (doubt it matters), near corner, did Back Throw, j. MP (2hit), Ultra (1hit) and it scaled to 81% damage...Why the extra 1%?

well, on hits with low/weird damage, it rounds it to the nearest whole damage point, affecting percentage.

So, I finished testing, and, starting with full super meter, Juri is the winner with 19 loop iterations (i.e. a 20 hit combo starting with fierce). It's probably possible to get one more by opening with a counterhit fierce, and it might be possible to get extra loops by being more careful with the super meter.
