I actually did it off the second hit of Akuma's f+mp, it took me forever to figure out how to get it to connect, it's a low counter that can't counter low attacks, it doesn't have any invincibility, 7 frames start up, and a super small hittable box. Quite possibly the worst move ever. You could use it 1000 times before you get it to activate once and the second hit probably won't combo


It's interesting how lv1 and 2/3 soul throws have such a different hit box
